VARP, Inc. is a nonprofit addiction treatment provider based in San Bernardino, California, offering care to people throughout San Bernardino and Riverside Counties. They were founded in 1979 by local businessman Mel Harris to expand treatment for veterans, and they now run several sites, including Gibson House, Metcalf Recovery Ranch, and the Stephen P. Levine Center for Recovery. They treat alcohol and drug use disorders across a continuum of care that includes 24/7 clinically managed withdrawal management, residential treatment, medication-assisted treatment, outpatient services, and sober living. Many of their staff are in recovery themselves, and they accept Medi-Cal through county referral lines as well as private pay.

Residents in their full-time program at Gibson House typically stay 30 to 90 days in a structured daily routine built around personal goals and accountability, often after detox has stabilized them and prepared them for treatment. For people with opioid use disorder, MAT pairs FDA-approved medications with counseling and behavioral therapy to reduce cravings and lower the risk of relapse. Outpatient care at the Stephen P. Levine Center is currently limited to people on parole and suits those with low to moderate treatment needs, combining cognitive behavioral interventions, individual counseling, life skills, literacy education, and job development. After treatment, clients can move into structured recovery residences that encourage work and schooling, and they can stay connected through the VALOR alumni association.
