About TLCS Inc
TLCS Inc., now operating as Hope Cooperative, is a Sacramento nonprofit psychosocial rehabilitation agency that has helped people facing homelessness, mental health challenges, and co-occurring substance use disorders across Sacramento County since 1981. They take a client-driven, whole-person approach that pairs behavioral health care with housing and life skills support, and many of their staff bring lived experience of recovery to their work with clients. For substance use specifically, they offer outpatient and intensive outpatient treatment for people with co-occurring mental health conditions, along with sober living housing.
Their Co-Occurring Disorders Treatment Program runs from two Sacramento locations, with standard outpatient care built around individual sessions of up to an hour and 90-minute groups once or twice a week. The intensive outpatient track steps this up to three-hour groups three to five times weekly, plus intensive case management, assessments, and crisis support, with sessions available in the office, in the community, or by telehealth. People with at least 30 days of verifiable sobriety can refer themselves to a 20-bed men’s or 10-bed women’s sober living home for up to a year. Beyond addiction care, they run a 24/7 crisis respite center for adults that requires no insurance or ID, a Full Service Partnership program based on the Assertive Community Treatment model, and peer-led CORE wellness centers.
