About Rock Island Cnty Council on Addictions
Rock Island County Council on Addictions (RICCA) is a nonprofit addiction treatment and prevention provider in East Moline, Illinois, that has served the Quad Cities and surrounding counties since 1960. They treat substance use disorders in adults and adolescents and also offer anger management and domestic violence assessment and treatment in individual and group formats. Adult care spans Level 1.5 outpatient, Level 2.1 intensive outpatient, continuing care, and a state-licensed Level 3.1 low-intensity residential program for men. Their stated aim is to offer hope and support while strengthening both individuals and the wider community.
The men’s residential program at the Carl and Margaret Stutsman Lodge focuses on preparing clients to return to independent living, with attention to life skills, finding steady employment, and lowering the chance of reoffending. Licensed clinicians lead individual and group counseling that pairs evidence-based methods and relapse prevention skills with Twelve Step principles, adjusted to each person’s needs. Outpatient clients are placed through an ASAM clinical assessment and receive a mix of one-on-one counseling, group work, and education. Beyond treatment, RICCA runs prevention programs for youth and families in Rock Island, Henry, and Mercer counties, including school-based drug education, parent education, and a teen advisory and mentoring group.
