New Insights DWI Services & Counseling Center is a private nonprofit outpatient counseling provider serving Jacksonville, Richlands, and the surrounding communities of Duplin and Jones counties in eastern North Carolina. They work with people struggling with substance use as well as those who have been convicted of driving while impaired, handling everything from DWI and substance abuse assessments to DMV evaluations and ongoing treatment. Outpatient care is available in both short-term and long-term formats, so clients can match the length of their program to their needs or legal requirements. Their guiding values are respect, honesty, and compassion, with a focus on helping clients recover their dignity and reach their own health and personal goals.

Treatment combines individual and group counseling, and anger management services are offered alongside substance use care. For people whose cases involve another state, they provide out-of-state substance abuse assessments and reviews, and they also run ADETS (Alcohol Drug Education Traffic School) classes and clinical supervision. The program is led by Tammy D. Hawkins, a licensed clinical addiction specialist, certified clinical supervisor, and ADETS instructor who also holds certifications in anger management and grief-informed care. She is joined by Erskine Hawkins, Jr., a pastoral counselor and certified anger management specialist who serves as administrative director.
