Dr. Evalina W. Bestman New Horizons Community Mental Health Center is a nonprofit behavioral health agency in Miami, Florida, that has served Miami-Dade County since 1974, with a focus on low-income neighborhoods such as Overtown, Liberty City, Allapattah, and Little Haiti. They treat mental health conditions, substance use, and co-occurring disorders in both children and adults, and their services include outpatient psychiatry and counseling, case management, crisis screening, and 24-hour supervised community residential care for adults who can’t yet live independently. Their multilingual team works in English, Spanish, French, and Haitian Creole. They accept Medicaid, Medicare, most Medicaid managed care plans, and many private insurers, and they offer a sliding fee scale for people paying out of pocket.

Their substance use program provides screening and evidence-based counseling for youth and adults who are using drugs or are at risk. They also offer medication-assisted treatment (MAT) under licensed medical supervision, coordinated with ongoing outpatient therapy for the length of each person’s treatment plan. Adults who are experiencing homelessness alongside mental health or substance use problems can receive housing support, residential treatment, case management, and outpatient care through a dedicated homeless program. For teens involved with the juvenile justice system, their after-school and weekend Our Future Matters program combines substance use and mental health treatment with education support, social skills training, and mentoring. Intake is available by walk-in or appointment, and new clients should bring a photo ID, proof of income, and a list of their current medications.
