Kentucky River Community Care is a community behavioral health provider serving Breathitt, Knott, Lee, Leslie, Letcher, Owsley, Perry, and Wolfe Counties in eastern Kentucky, including the Emmalena area. They treat both substance use and mental health concerns through county-based outpatient clinics, where licensed or credentialed professionals offer individual, group, and family therapy along with medication management. Their care is trauma-informed, and they offer a 24-hour crisis line, a sexual assault response program, and free communication support such as ASL interpreters and language services. No one is turned away for inability to pay, and fees can be discounted based on family size and income.

Several of their substance use programs are built around the court system. Their Drug Court program, which requires a referral from a court officer, combines in-depth assessment, individual and group therapy, recovery education, case management, aftercare, and access to planned housing for residential treatment when needed. Their DUI program requires a referral from the courts or another DUI program and begins with a clinical interview and the Kentucky Assessment Battery. Participants then complete a 20-hour pre-treatment course before moving into group or individual outpatient therapy using evidence-based practices, with referrals to specialized residential centers if more intensive care is needed. For young people under 21 who have come into contact with the courts over violence, substance use, or impaired driving, an Early Intervention Program focuses on safer decision-making, stronger family relationships, and preventing repeat offenses.
