Encompass Community Supports, formerly the Rappahannock-Rapidan Community Services Board, is the public behavioral health agency for Culpeper, Fauquier, Madison, Orange, and Rappahannock Counties in Virginia. Local governments founded them in 1972, and they remain the only Virginia agency that combines a community services board with an Area Agency on Aging. Alongside mental health, developmental disability, housing, aging, and transportation services, they provide substance use treatment, including inpatient care at their Boxwood Treatment Center for residents of their five-county area. A crisis team staffs a 24/7 line for anyone facing a mental health or substance use emergency.

Beyond inpatient treatment, their addiction services include peer recovery support from people with lived experience of recovery, as well as support coordination that helps adults 18 and older, and their families, build toward independent living. They also run a first responder co-response program that pairs behavioral health staff with law enforcement during mental health calls, along with community prevention education on substance use and suicide and a dedicated problem gambling prevention program. A Care Navigator can help people who aren’t sure where to begin find the right service. Uninsured clients pay on a sliding scale based on household income and size, and no one is turned away because they can’t pay.
