Eastern Missouri Alternative Sentencing Services (EMASS) is a privately owned provider based in St. Charles County, Missouri, with satellite offices in seven counties. They have served courts, the criminal justice system, and individuals facing substance use, anger, and other legal issues since Michael L. Smith founded them in 1991. Their core offering is Missouri’s Substance Abuse Traffic Offender Program (SATOP), and they are certified to deliver all four levels virtually: the Offender Education Program, the Weekend Intervention Program, the Clinical Intervention Program, and the Serious and Repeat Offenders Program. Outpatient and aftercare services are also available by appointment.

Most clients start with a substance abuse or state-certified SATOP evaluation, which combines a screening tool, a personal interview, and information from the referral source to match each person with education or a specific level of treatment. For people with other court requirements, they run ADEP, a 10-hour alcohol and drug education course designed for minors, and REACT screening and education for felony drug-related offenses. Their programs also include 12-week anger management and domestic violence education groups, as well as a six-month batterer’s intervention program. Beyond classes, they handle probation supervision, community service referrals, onsite and lab drug and EtG alcohol testing, GPS and alcohol monitoring, and ignition interlock installation, and SATOP clients may qualify for state financial assistance through the Standard Means Test.
