About City on a Hill

City on a Hill in Dighton, Kansas, is a faith-based, short-term residential treatment program for women 18 and older who are working through substance use. They are run by City On A Hill, Inc., an organization with more than 40 years of experience that also offers outpatient care for men, women, and adolescents in Garden City. Their approach blends holistic and spiritual work with individual and group counseling on a 10-acre rural campus. Women entering the program need to have already completed detox, be able to walk and care for themselves, and not require major medical or psychiatric care.

The Dighton program centers on how substance use connects to the trauma women experience over their lifetimes, using Stephanie Covington’s gender-responsive Helping Women Recover curriculum alongside cognitive behavioral and other evidence-based methods. Beyond individual, group, and family counseling, they put real weight on parenting skills, education, employment readiness, and spiritual growth to help women rebuild their lives after treatment. For co-occurring mental health conditions, they coordinate with local mental health professionals. They are a designated women’s program for the state, a Block Grant provider, and an SB123 provider for the Kansas Department of Corrections, and they accept KanCare Medicaid and Blue Cross Blue Shield.
